Account got limited for selling "high risk" items on eBay. Can anyone unlimit this for my friend?

I think there is no such thing for these cases buddy, best thing you could do is just to make a new paypal account under a different IP.

or just wait for 180 days and then withdraw the funds

^ Exactly.

But it's highly unlikely that anyone will recover an account permanently limited due violation of acceptable policy. They are quite serious with those Ebay cases.
I got 2500$USD on hold because of that, on january I'll have my funds back hopefully.
