Because they know you are going to get into trouble if you use such a stupid method. I would not refund by myself if I wasn't 100% sure I could do it without getting into trouble. Look in the marketplace section for a refunding service.

Uhhh they'er not antagonizing you, they're telling the truth. How're you going to tell them it was an empty box, when the box is weighted AND signed for? This is Apple, also what's going to stop them from Blacklisting the phone if supposedly you told them it was empty?

I did infact purchase a refund service before and got a email about being sorry that the package was empty. And had to deal with the company back and fourth on my own. So I decline to use another refund service for anything unless the percentage is low and I dont feel like doing it.

I dont want to spill everything out about it but my refunder told me what to say to the carrier which def made me believe they did an empty box and Im 100% sure they used that method, but their maybe be other little things to it which is what Im asking.
