Modded Char Transfer [PC]. Steam money payment.

Need Char transfer from old gen to PC.
What i need on this char:
1. Money. Highest amount with no ban risk when transfer char. I dont know which amount is safe, so please tell me.
2. Unlocked all Events Clothes and Hats, beer hats and Masks (such as Valentine, helloween, lowrider event etc)
3. Unlocked all Events weapons and cars (Like Independence, Helloween, Valentine etc).
4. Edited W\L stat for Races, Deathmatches.
5. Nothing else. No lvl up, no unlocked rewards, no unlocked LSC, no unlocked archivements, no unlocked lvl weapons, heist cars, lvl clothes, nothing else. Need only things which is in "#1-4".

if any of these features are high risk ban when transfer char - tell me please.

I can pay via steam (keys\dota2, csgo items). Write if you can do things im asking for and write your price here or in PM please. Thx.

p.s. if you cant do any of listed unlocks (including #5 request) or you will ask something retarded like 40$ for it or you will do all of it for ~2 weeks - then move along.

May i ask why its so hard? I mean no lvlup means no lvl8000 or something like that, if it will be like 2-3 its ok.
And all other:
no unlocked rewards, no unlocked LSC \ heist cars. why its ~impossible?
And please write how much you want for it and what exactly you can do. thx
