Thick Shadows in Skin Color?

Does anyone know how to obtain that thick dark shadows in the skin color?
I know it was obtainable before, was able to get it back then.

The skin on this Blazing Naval for example.

No, I don't mean the slash by the eye.
If you do notice, the skin color; the shadow part, is too thick and dark compared to the skin colors available at a normal character customization screen.

That is what I mean.

the shadows are exclusive to a few navals (void,doomknight,blazing)

Only some of the Naval commanders have the shadow, I don't think it's possible to obtain it on any armor though.
