I dont know anywhere in the actual game itself that tells you what it is (if I am wrong please let me know).

It says your reload time in seconds under the character tab when you scroll down (BUT IS NOT ALWAYS ACCURATE). Multiply it by 1000 to get the time in milliseconds and look for that in CE. Any weapon mods that change your reload time will turn this number into a funky decimal, making it a bit harder to find.

I tried it and it worked for maybe 1h then stopped, now when i retry (even closed game and reopen) i find TheDivision.exe+4381C8 but it says it cant attach debugger try using process picker.
or sometime it will say : i dont understand what you mean TheDivision.exe+4381C8
