Can somebody quote the avatar rules as i'm unable to find them, I'm wondering whether anyone can have a gif avatar or just premium etc.

Here are the size of your avatar must be in order to use.

Gif is not premium only, it just gotta meet the requirements, and if you mean the sizes premium and such can use then I don't remember specific thread where it was shown. You can check for Premium thread for premium ones.
