Personally, I think it solely depends on you. If you want to use a phone and interrupt your learning, then you may. If you are using it for learning, then by all means, go ahead. But if you are doing it for your entertainment, then you will be the one to hurt yourself and not do as well on quizzes/exams for not paying attention.
