Im getting it bundled with a motherboard and would like to stay around that price range but is there going to be a really big difference in the 2 processors? Its not a huge price diff but would just like to know.

First of all, try Newegg.com for buying parts online.
I'd say the first one. Neither is preferable, but a reasonable-to-poor dual core should be more stable and easier to manage than a shit quad core. The duos faster in raw speed, so that should help if you're bent on overclocking. Getting a better one and overclocking it or even not would be a better idea than having to buy a new "cheap" bundle because you jacked it up.
This one, however, is better and cheaper with the same socket type.

I use this CPU:

It's better than the moderately-priced (under $500) quad cores I've found, and overclocks very well, plus has a good base speed to start from. More expensive though, and you have to get the motherboard seperately.
For a motherboard, get an Asus. They're the best quality and don't die easily.
More important though, is your video card. If you like glitches, get the best nVidia. If you REALLY LOVE glitches, get the best ATI. Personal experience with both says take the ATI if you can put up with the random GPU crashes,

I already have new Antec 900 case, ATI graphics card and new power supply....I like the fact that this board im looking at can use alot of ram and also has 2 pcie express slots....
that Asus bundle you put looks good though so im not sure i was kinda hoping to stay around $200 im broke with everything else.

Right now im using a compaq presario i got from walmart 4 years ago....im sure anything is better.
