"Pay2Win. 1/40 (or 1/20) to win Premium Member" Allowed?

Can I make a giveaway which is like this;
To join. People gives me 0,5$ on paypal. When 40 people joins (a total of 20$) I will buy premium gift. I will pay the last 5$ (Which is kinda the giveaway). Am I allowed to do this? Instead of 0,5$, it could be 1$. I just want as many as possible to join without giving much. Plez no hate.

Not an administrator, but here's some things you may want to consider:

Would it not be a potential risk for scam?
Despite there being a low value of money contributed, the user hosting the giveaway could easily run away with the money and the "giveaway" will end up being fake.
Like I mean it would be an honest system, cause the host could receive more than $20. What would happen to the extra money?
Another concern would be if there is not enough contributors for the giveaway. Would the host return the money? Will there be a deadline set?

If an administrator hosts the giveaway, or the publicist team hosts it, then that's a different story, and we can neglect all those other concerns.
This is kind of like the lottery, to be honest.

I can buy the member thingy as gift now and show proof. If I dont get the 20$ i will refund. And use the member myself ( if possible). Anything else I can do to make this scamproof?

These pay2win Giveaways would only work when the giveaway guy pays the amount of money to an admin. Rank is Paid, admin confirms. No scam.

Ok so. There should be do way to scam if I do this:


I buy the membership rank as a gift straight away.
Show proof to an admin.
On giveaway I say that you can give whatever you want between 0,5-1$ Paypal. Those who joins has to pm the admin that is holding the money. And will recieve a paypal email to send the money. So no one spams the paypal with too much money, so it gets higher than 20$.
If 20$ is not recieved, money will be refunded and I will use the membership for myself.
An admin administrates the money (recievs it from the ones that joins. Afterwards gives it to me after giveaway completes (Winner recieves the gift and shown proof).)
