Short answer: No.
Long answer: The old numbers were inflated with passersby who heard about 'that cool FPS game with the skins', and played for a few months and quit. The actual playerbase, i.e the players who play the game month after month, really isn't changing. One month may be lower than the next, players might take breaks from the game; but the dedicated players will always come back, that's the power of the allure of CS, 17 years strong.
