    I dont think you can or someone will since verified paypal means they register their credits cards or bank cards with the account. please correct me if im wrong.

    I actually leave in europe and use a USA paypal due to the reason I have a relative their I send the paypal money to him/her and he/she sends it to my bank.
    Other's which doesn't have a relative in USA just store some money on paypal and move the money to skrill and withdraw it easily. I have done both methods a while ago.
