21 hours has been confirmed many months ago. 21 hours are the hours when the reports are reset, you can whenever you want after 21 hour.. even 24 hours if you like to.

Could you give sources or analytics that reports (11+) will make my next game go to overwatch system ?
Even after reports (11+), why next competitive game ? I think, it's wrong. Your game will go to overwatch case while you get reported for X reports.
