Possible for Mod Menu GTA V (Offline)?

Hi! I've been watching tutorials on youtube if there's any C# way to make mod menu for GTA V, but all i find are outdated. Anyone got any updated Tutorial or lib that i could use? Just for pure educational purpose. Since i don't yet know how to create online (Probably C++ only), and offline usually comes with a library that you can use.

EDIT: i found ScriptHookDotNet V, but i have to make a folder with scripts, i mean WinForm Mod Menu. (external)

there is word as "c++ only"
the only limit is injection in unmanaged process xd
but you can still create external menu

You can inject a native dll in both managed and unmanaged processes.
