yep helger is right. if you were to have a hack with Engine ESP then you would see really what it is. it is actually im fairly sure a GM (hidden). he goes around looking for hackers and if he finds one he stays for a while. The Engine ESP will show he has 65535 hp and is in permanent spawn mode. once in a while they might come up as a recrute on the tab button screen with no name. all it is, is nexon is stalking you

Dude, I blew up a zombuie and their eyes just bounced around.. I LOLed at it.. It was hillraious, i followed it and jumped with it and it's actions helped me win the game.. Seriously, Last survivor chasing bouncing eyes won..
