1st you need to load shop ID 505 from a trainer
2nd buy it for 500 Dragon Coin if you own a Dragon Amulet or 5000 if you dont....

1st: sorry....cant find the war shop for Popsprocket (but btw....theres a lot of other trinket stronger than this one )
2nd: Snow day scythe real name is Snowpacolypse Day Scythe, so you can find it in Shop ID 182 : Snowpacolypse Day
