What happen to refunded or SE'ed Macbook?

So I know there are a ton of Apple refund service as well as Apple SE. After the Macbook is refunded, or when the Macbook's serial number got used for SE, what will happen to them?
I am pretty sure Apple has the serial number of the refunded macbook and SE'ED macbook. Then why doesn't Apple know when the macbook is turned on? Or if they know, why don't they investigate further and take action?

Lol I'm just saying bruh. In my experience nothing has happened. No future charge or whatever. Going on like 8 months now. Maybe something does happen, but nothing has happened to me. I got a call from Fedex asking what condition the box was in when it was delivered, but that was it.
