Ivern is one of the most complex junglers in the game since he is simultaneously the weakest jungler to invades and ganks but also the best counter jungler in the game. Since he is close to useless by himself he relies a lot on the team and coordination. He is not a 0 brainpower champion lol.

Kha'zix and Rengar are also feed or famine. They don't really have a neutral game and either get ahead and win or fall behind and become useless.

The best junglers really are ones with innate value that aren't really gold dependent. This is why you see a lot of tank junglers like Zac, Sej, Lee etc. They offer something without needing a bunch of gold.

Eve is the most simple jungler if you like to gank early. During team fights though you'll have to be at the enemy back line to oneshot their carries.

Depends on so many factors. I'd generally say pick around your team comp in soloq.

If you're firstpicking for example, then go with a comfort pick, learn 2-3 meta champs thoroughly and adapt when there's a new patch

Pretty much depends on your skillcap and what the enemy picks. Play around their comp, if they have an aggressive comp with possible invade, go with a jungler that can avoid that but still be valuable. Jax and zac fit that bill quite well.
