Original can pull the account if they have the information still. If Valve finds out they will likely community ban you, but it is uncommon they find out.

the only way the find out (99% of the time) is when the original owner claims the acc back, but that also doesnt happen when buying an acc from someone who made the acc for boosting or the sake of it being a smurf

Owner can recover it any time, therefore i dont suggest ever putting expensive skins or money on an account you didn't create.
I once bought an account and two weeks later the guy tried recovering it and locked it. Luckily it was just for cheat development and testing it got banned a little bit earlier and the next day it said VAC on the profile.
I hope the guy was mad because I filed a dispute and the account was banned.

Another story my friend bought a prime ready account and the owner recovered it when he saw my friend hat a shitty gut knife there for overwatch bypass.

But you can only provide the safety if you made the account yourself (I assume you do it with the accounts you sell). Some "shops"/"sellers" cannot provide the safety because they did not create the account, they are just selling it.
