Just go on LBC and search for any traders near your city and meet up in a public place or food place.

What you must understand about exchanging anonymously is that you will never receive it 1:1 as the other person exchanging will need to receive a cut for the service, just as people who launder money, they know they won't receive it 1:1, they'll only get 85-90% of the money they put in to get it out as legitimate cash/anonymous. And since you no longer want to transfer to your bank account as they'll get suspicious and the only option left is doing a exchange anonymously.

Only two options you have is, transfer to your bank and they'll get suspicious, or lose 15% cut of your money to receive it in cash with no problems.

Usually you can just look at the security strips, the feel of the paper as most parts of the bills have a thicker ink.
When you get use to having bills on your hand daily (stores, businesses) you'll start to easily recognize if a bill is off in a certain way such as the paper, ink, thickness.
But for starters just get a counterfeit pen and I recommend to get the ones with a UV light attached.

Also a question: do you guys think withdrawing that much money directly to your bank from PayPal would be unsafe? Why or why not?
