Steam uses verification to check if you have the DLCs purchased let alone installed.

I'm not sure. You can try downloading all the DLC, then putting it in the proper directory, then you can go into offline mode, then try. There is most likely no way that it will work if you use it online, but it may work offline.
if a friend has the dlc then yes there is a way
