Okay, i got scammed and now i have a negative balance on my paypal account (-$31.00 USD) . I put fake adress,fake name, and fake number(my friend's) when i signed up for paypal. Will i get tracked down, i live in Canada. Will i get into huge trouble for $30? Should i let my parents know about this and tell them to pay so my balance becomes prositive? Can i ignore this and never use the paypal account again?

They might track you down for 30 dollars but i doubt it, and yes they can trace you using your IP if they find the adress you gave is fake. However how did you validate the acccount? you must of put a bank account or something?
