thanks alot for anyone wondering what is this for?

    Short Explaination
i'll explain basically its for capping your fps for monitors with different refresh rates than the ones avaiable so like lets say you have a monitor with 165 hz but only up to 144 fps cap is avaiable while uncapping introduces charactor jitter

    Rambling details
now you ask why don't i just keep it uncapped ? well thats what I use to do but you introduce jitter to your charactor as the lol engine isn't optimized for super high fps variance like if you have a good gpu and your going from 300+ too say 200 fps variably it will make your charactor jitter thats why you want a cap a lower cap means your not using your monitors full refresh rate and uncapped means your gonna introduce jitter. thats why this thing is so great I know it doesn't matter much in league of legends compared to a fps but still

sorry for the ramble just wanted to explain to everyone why this thing is useful for some people
