Are all your video settings set to low?
Add these launch options:
-high -threads <number of threads you have> -nod3d9ex -nojoy -novsync -novid
Use Razer Cortex if you need extra FPS. Make sure fps_max is set to 0 as well.

Hey everyone, I'm just wondering if anyone can help me with speeding up my laptop.
I have a Hewlett-Packard Pavilion, 8GB Ram but I can't even run Counter Strike without it lagging.
Anyone know anything or have any tips to make my laptop faster?

tweak starup and services.
disable services that you didnt use. or just download service tweaker and before you go to play disable 40% non system services. after you can restart them
disable all startup just left videocard drivers.
Try putting all settings to low and searching up a guide on steam of the various start-up parameters that you can use!
Go into you pc settings which show what applications run in the background upon startup. Many of these are ram-hogs and may take up valuable performance potential especially when gaming on a laptop.
have you solved this problem? i think you need to tweak the power settings. Make sure you have set it to "high performance" and always plug it in when you are playing.
Change windows performance settings. Small but it is worth it.
sometimes replacing hard disk with SSD also help alot
