Yeah iTzMrJinx has right if they're locked with iCloud there's almost 0% chance to unlock it...
The best thing he can do is search on ebay or sites like these a defective iPad for parts (i.e. broken screen ecc..) and replace the motherboard on locked iPad.

Can only be fixed by replacing logic board.
