can anyone tell me if i log in to my paypal with a different IP , i create a new shipping address , buy a smartphone on a chinese site via paypal , wait till the product is shipped then log in with my regular ip claim an unauthorized transaction and say that the person who used my account added his own address for the shipping then delete it , do you think this is gonna work ?

You expecting someone to tell you there's like a 77% chance of success or something..?
Just using vpn for unauthorized later sounds like it can work fine.

most of us login from multiple IP daily. your phone has a diff IP from your home/wifi. everytime you turn off your phone and turn it back on, you essentially have a different IP

now yes the location is still in your state so its not red flags.

your PayPal can get banned if the VPN/ip you use has been associated with another banned PayPal account

the thing is , i want to use DHL to accelerate the process , so will DHL interfer somehow , or the dispute of unauthorized transaction will concern me and paypal only? i mean is it possible that paypal call the police and tell them my address ?

I guess PayPal doesnt care about DHL, or any other buisness. You have a problem if your shipping adress is on the PayPal receipt. But im sure it'll work.

be careful they might put the police to go at that address,happed to a friend of mine that happed exactly the same thing and Paypall called my friend about this ,talked about some purchases in the last 2 days and they said will send the police to that address

Can i use a fake address to avoid the police , since where i live there is no DHL office , so i have to move to another town to get my package

Most of the time, if they spot that a VPN is used, they will automatically limit the account, but sometimes it can work. not recommended though as it's not legal and risky
