Sellers charging more than advertised in ad.

There are many sellers on here that offer accounts for as low as $0.50. Although there are a few sellers that actually do, some sellers (don't want to mention any names yet) offer that price and up the price considerably when hitting them up on skype. Also -- They claim to have lifetime warrantys for as long as the shop is open in their ad then some sellers might attempt to charge more for the warranty, then offer 1 week, 1 month 2 months, 6 months etc -- each at an added price. Is that type of behavior allowed on here?
