    Yes but only visible for you than and not forever if you do it over Internet Exploror, Chrome or something like that.

    If you just want to prank afriend "Oh look I got the achievemnt earlier than you" than you can change the Date via Chrome or something like that by pressing F12 and open the Internet Console.
