If this is from cracked accounts it is not legal rp.

Yes the original owner of the account perhaps purchased rp legally BUT on the off chance he does go back on his account and contact riot support about his missing rp or chargeback the purchase of rp you and all other accounts gifted will be permanently banned.

These are not cracked accounts and you'll see that as I play on the account regularly and the username matches with my store name.
