It's actually pretty easy. Most of these "Instagram growers" just use a social media automation software that helps them follow and unfollow 100's of people automatically based on keywords, likes, etc etc. To answer your question if you wanted a really targetted audience and had one of these automation softwares you can follow/unfollow accounts that have interacted with or are following big instagram pages that are similar in niche to yours. After the fact, you can start following/interacting with those people's followers as well! This way you get a warm market of people who are already interested or remotely interested in the same niche and are bound to get you more follows.

I used his service one week and I am mostly happy with it. He does comment follow and like people which in theory follow you back (some of them do)
I got real followers that look at my stuff, watch my instastory, like my posts etc!

What still needs to be done in my case (he or his system followed many people that dont follow me) so they have to be removed.
I dont have the patience to unfollow 2k accounts
The seller promised me to do this for me, I will report back after he did.

I probably have an Instagram project next year for a business, I would certainly consider using him again.

So I bought the service for a week. This is my review.

I was completely impressed with the service. I only gained around 300 followers however my target market is very niche and location based.
I have tried many other growth services and bots, but none of them have ever given me real targeted growth in followers. This service did so, resulting in more likes and followers.

Overall completely satisfied with this service. Would recommend this service to anybody that would like real growth but is too lazy to stay really active on their own Instagram. Obviously you have to post, but following/unfollowing others etc is all done by this guy!

I will be purchasing this service again in the coming weeks due to it being quite expensive. If it was around $7 a week I would probably have it renewed every week!
