New account and global ban

If I got Global Banned on 1st account, I can create new and normally buy ArmA3 without banned?

I really doubt they have flagging system within their system. You could essentially try it, but i very highly doubt it. However, if they do have a flagging system, they'd have you marked as a possible cheater upon next purchase. But, they wont ban you instantly, until they get solid proof of you cheating in their game. They'd lose their Playerbase, if someone were to get BE banned for false alarm.

depends if you have been global banned by infistar or battleye

Battleye new account should be all you need to bypass.
Infistar you're gonna need to delete all your Arma 3 files, Profile Etc. Change your IP address and for good measure re-install Arma 3.
