I've used Paint.NET and came up with my own techniques to do things. Still if you want to be professional photoshop is virtually the only option.
Hello, I recently got into graphic design. I know the basic of design thread and banner but it doesn't look that great. I need someone to teach me how to give my thread a bit more flair and detail.

I would recommend using Paint.NET if you don't want to use that use Photoshop can get all the Adobe products by buying an invite or you can just get it cracked.
Would also recommend getting some decent fonts to use when creating your gfx, mainly stuff that would look clean and not weird.
A big recommendation would be for you to starting to practice and learning new techniques or methods to do gfx from youtube.
If you want to learn how to do animation in gfx would recommend AfterEffects since that's what I use but others may use other stuff.

Probably not for free. I am sure if you are willing to pay for it, some individuals would be willing to teach you/assist your needs.
Not familiar with the word gfx can you define.
All these people say that they won't teach you or use youtube for tutorials and although using youtube is ideal, I would happily give you some lessons using photoshop. I have been using adobe products for almost 9 years now and am comfortable with the ins and outs.
Well, a rigorous step by step course would be required to solve your learning apetitie .
Would recommend Udemy / Lynda / Coursera .
