i don't think it's a fake so much as a shittily coded program. we know it runs on at least two systems(op and the person who replied with it working), so chances are it works, but only under certain circumstances.
of course, i could be way off base and this could be a fake, but i don't think jabba is trying to troll us. if he was, he would have stopped posting a long time ago.

i've tried both versions(original and 1.1) and both crash but in different ways. neither leave behind any suspicious files or processes, but neither run...
the first version gives the side by side error
1.1 gives a "powered by [sa]" error report. this is NOT the windows error report, so it's a bit confusing to see. it gives the option to debug, but that crashes too.
yes, i tried running as admin and running in compatibility mode (i'm on w7 64 bit), to no avail.
once again, it feels like a crappy program. maybe a programming error or value.
jabba, how do you have it set up to find the file to edit? does the program follow a set folder path? if so, that could be the reason for the error, a wrong file path. or, even more of a bitch to fix, you could have dependency conflicts. if that's the case, it would probably be easier to scrap the program and start anew using a different code/language and/or compiler.
