I agree with @hure1233 that selling accounts with partnership already on them would be a much safer way to proceed, especially if my questions don't have answers.

I will just say, I purchased and got my partnership 2 weeks after. Verified check mark. Emotes, subscribers, ect. Everything is unlocked. Had an issue with some of the my emotes, and was in contact with twitch. Everything works perfect.

I am not sure what else to say. I purchased this on May 18th. I responded to the thread and asked for him to confirm it was him on ***** which he did (See Patek1)

I made the payment on Paypal (See Patek2) but with the conversion or something I was a little short so I made the rest (See Patek3).

I filled out the form and was told it would be submitted and the timeframe was 1-4 weeks which I was ok with. (See Patek4)

For the first couple of weeks he did keep me informed but then I ran into this(See Patek5)

Time went on and I got this message (See Patek6)

I was told this last Tuesday (See Patek7)

Well its been a week after that and the 550 or whatever it was that I spent on this is gone and I have no partnership. I have held off saying anything trying to give him time to get this done but I think almost 2 months is long enough. I am not saying you won't get a partnership if you spend the money but I didn't and I don't think I am going to and I am out a lot of money for nothing. Hope this was helpful to somebody that is on the fence about buying.
