If there isn't already, there should be a Battlefield cheaters subreddit (With a Mod that works for DICE) where everyone can upload there cheater footage. The Mod would go in and just let the ban hammer rain down, it should also be an IP ban as they'll just create new accounts. Cheaters piss me off no end and I think 90% of them do it just to get a bite in the comments. If you suspect a hacker in the game you should just leave or risk being memed.
