The program connects fine and I can max out the car and it turns gold but then I try to turn the car into an elegy and wait 15 seconds and then buy the tracker. The problem is after I buy the tracker, it never kicks me out of the LSC. I decided to try to exit out of it myself and when I put it into my garage, it never turned into and elegy. I don't know what to do.

Hey dude. You doing it wrong. All what you need is do that in order step by step.

Step 1 : Hit any low cost car and go into LSC and than when you got repair menu turn on LSCHAX, let it loaded or hit enter to load.
Step 2 : Repair car and go back to program, than press 7 and enter.
Step 3 : Go to Loss/Theft prevention , go back to program but now press 6 and enter and write elegy , enter. After that you got 15 s to buy tracker and wait till game will kick you out from LSC.
Step 4 : Go to your garage but do not put modified car into garage, let it out there. Go in and take one of your car outside and go back.
Elegy will be in your garage, so take the car in LSC and again repeat Step 2 (you dont need to close LCSHAX but if you do, you need repeat Step 1 too)
Step 5 : Sell car, should be 855000$, if not try again in LCSHAX program 7 + enter.

If you will follow this, you cant do it wrong, but dont spam it so often and also do it on solo public server, someone should to see you and know what you doing so you might get reported and banned.

Worked fine yesterday but today the game just crashes for me after doing step 2, "prevention and theft" as soon as i type "elegy" the game crashes.

Game crashes a few seconds after turning another car to an elegy in order to put bennys wheels on a normal car. It does work though! Just crashes
