They're needed when you will be dealing with a lot of money. Otherwise you risk your own account to get limited.

You're in a forum where people refund and se shit lol so yeah, when scamming. That's why Paypal thinks youre being suspicious and limits your account

Non verified paypal accounts can get limited very quick which then paypal will ask for ID for you to take out money and receive.

Because PayPal limit accounts fairly and unfairly, there's forums full of people who have been screwed by PayPal. Hence they need new accounts.
