Reloadable Virtual VCC with Custom-Adress/Name

As in topic: a VCC with some money in it that I can reload when I want. I have to be able to choose name myself. I want the receiver to see who the money if from. If anyone can make that kind of VCC just HMU. Thanks!

IF for USA, i can create USA VCCs, but they are expensive.
