VALVE bans ip addresses?

Is VALVE bans ip addresses? I have made 3 accs today and none of these reached level 2. I played like 2 deadmatch rouds with ezfrags and skush. I´ve been cheating for 2 months and never had issue like this, usally i get vacs a day after.
