Buy a new PC - Create a new Account on Steam - Buy DBD on it. Voila. You did the bypass :P (this is the point where you can laugh)

I got a new computer but i noticed my Ip address is still the same as the old one. If you are HWID banned do I have to also use VPN to change ip?

No you don't have to use a VPN. HWID bans aren't correlated with ip bans

No. This is because NVIDIA GeForce Now doesn't give you full access to their computers. You're only allowed to Use Steam and play your games. Absolutely nothing else.

Optionally, you can rent another cloud gaming service like Shadow that does give you full access to their computers, but it comes with a fat price tag.

Change your IP address completely. Don't bother with a VPN. If you don't know how, call your ISP. Normally, most ISP's make it really easy to change it. This way, if HWID Bans do track IP addresses, you don't have to worry, and you wont have to buy a VPN either. You don't wanna go through all the trouble of buying a brand new PC then getting banned because of one little thing that is really easy to change. Rather be safe than wanting to kermit

For now there are no ban reports cuz of IP. Devs are probably going to implement ip bans when they’ll release dbd for mobile phones.
And this thread had already the answer it needed idk why people keep answering if there are already enough infos in the old replies just to sum up everything. At least say something different and reasonable.
