The amount of proof you need to provide to "level up" for the higher tier skins just makes it impossible.
It was already a pretty secure system when it first started.
Pretty sure they require ID, photo, SSN and a few more official documents before you can get items like a Dragon Lore.

I will slightly modify ID if needed, what can they do with them anyway? If they want to make sure that person doesn't use their service again, then I don't really care.
I'm in eastern Europe, I don't think they can do anything legally.
