So yeah, recently my friend has been selling cracked accounts, and also has been selling accounts with attached credit cards. Just curious, is it illegal for him to sell these accounts? (eg friend uses cracked chipotle accs to buy chipotle for other people and other people pay her) Also, are you safe if you use a vpn? (eg. nord VPN) or is it recommended to use tor along with a vpn. I would just say as long as you don't use the card you should be fine. I mean it is illegal, as if you think about it, someone else pays for it, hence it would in theory be their property. At least that is what I think.

So I'm guessing US or Canada. I'm not entirely up to date on U.S cyber laws and regulation, especially those of individual states. However, cracking is almost certainly significantly illegal.
I believe that this would be covered under the CFAA (Computer Fraud and Abuse Act), with punishments from such crimes ranging from Fines to prison sentences. However, as the individual in question is profiting from the misuse/hacking of a computer system the penalty would be more severe, such as a higher fine or possible prison sentence.
In regards to the use of a Credit card, this falls under fraud which is a very serious crime with the maximum sentence being 10 years of prison. Additionally, as this financial information is gained through hacking, this is a even greater criminal act which could lead to a prison sentence on its own. Overall the acts are felony's'.
Now on the use of Nord VPN, Nord VPN anonymizes users and does not store user history, which would reduce the chances of getting caught. However there are multiple other ways of police or authorities recognising and finding out who you are, especially if the individual has ordered food to their own address, using real names etc. But even not doing this could pose a serious risk.

There's a risk with anything to do with cracking, when you buy and use these accounts you accept that risk.
It is very unlikely you will be caught, especially if you aren't an idiot and don't abuse it TOO often.
