Well that depends on what you plan to buy. Ebay for slightly used cheap items(brand new as well) and you also gotta worry about sellers performing chargebacks , shipping items different from what the ad says. I can't recall having a bad experience with amazon or newegg.

if youre using ebay just check the seller and make sure to buy with paypal then youre pretty well set tbh

It's a good platform. Just always check the buyers profile for feedback on how they are as a buyer. If you're selling check thier feedback for negatives/account creation time. Always use tracking service for delivery when possible and try not to get too many disputes with eBay or Paypal.

its more of a late 90s thing and a last resort for anything now

if you are asking to buy something from there yes it's a good place with good buyer protection.
if you want to sell there legit stuff it's again a profitable place to sell.
if you're looking to sell risky stuff, don't even bother.
