So in a grandmaster game the support chose Teemo and did a roaming strategy, mostly pressuring mid and top which shouldn't be bannable but the bot laner who I guess is a big streamer had a contact to get him banned for 2 weeks or so. The whole point of the ELO ladder is that people who pick bad strats and cant play them will go down the ladder whilst if you're a grandmaster level player you will bounce around up there so there is really no reason to report him unless if he was obviously trolling.

Then the youtube guy plays a game of roaming teemo seriously pressuring enemy jungler causing them to struggle with time and cs. Then pressured top heavily getting 1st turret and winning the game pretty quickly.

i have a friend who bounced around top 50-100 in the EUW leaderboards and they would troll in literally all of their ranked games but still end up winning
