This is completely legal. There are virtually no animal rights laws in china, and it's mostly northern china who eat dog, and it's pretty common up there. Also worth noting chinese believe the more a dog suffers before death the more tender and tastier it's meat is.

I wonder if people are aware of how savagely the cows, pigs, and chickens you eat are abused prior to them showing up to your table. Hell if we go down that route, pigs are more intelligent than dogs and yet this makes you angry as you slap more bacon on your plate.
