I thought this was a lost cause so didn't both opening a scam report. I'm sure he is aware I am waiting too so do I need to open a report as well?

Yes please do, provide screenshots of all the conversation and payment, it will help in determining what has to be provided/refunded.

Why does he make a ban appeal but doesnt do any progress on it? He mentions hes on vacation but doesn't say when he finishes or anything like it. He hasn't been on or anything. :/

I think he realize he owns so much that he would just make a new account lol
