Maybe get some more fans? That helped me with my appartment. I have 5 fans in my living room, which is also my dining room and my gaming room lmao. And in my bedroom I have 3 fans. The electric bill might be a bit higher, but only like a few $$$

Well, try to communicate with your parents on why would you be needing the AC for, and try to make them understand you'll try to find a way to help them out in terms of financial problems, especially electricity, since AC can eat some electricity, but since you're literally running your PC 24/7, I can see why the fuck your parents wouldn't allow it.
