If you file a police report yes you will get your money back. But you can only do that once, else you will get into problems later. If you don't do it, Paypal will decide in their favour.
I opened a PayPal dispute against a well known computer company as goods not as described basically saying computer wasn't inside just electronics, they have responded 5 days before dispute automatically responded.
I don't know what they said to paypal but it's gone from awaiting sellers response to being reviewed by PayPal..
Does this mean 100% PP will decide in their favour? I did not say DNA just not as described.
Update PayPal say to file police report. Does that mean i should get my money back if i do it?

I've done Corsair recently where they responded and I was still able to get the refund, so as long as your Paypal is not fresh you probably have a decent chance as well.

I have won cases before with PayPal despite receiving a response
If you claim as dna if they reply with tracking, I believe you automatically lose. If you claim as empty box , if they reply you still have a chance of winning. If you provide a police report you will probably win, but don't do it too many times or its probably going to end up in closure of your account
