BO4 CPU 100% and GPU 0% - 1%

Ive been playing BO4 without a problem for a few months now and I noticed that my CPU is always maxed out and my gpu is at 1%.ive started getting full system lockups where I have to turn off my pc at the wall because everything freezes.
Ive got my HDMI leads plugged into my gpu and my gpu is selected in game. ive tired lowing settings but nothing changes. I used play at max settings and be fine. but now I can’t even play anything without it freezing or getting lower thank 30fps
any help would be appreciated

i5 4590
32GB Ram
gtx 1070
750W PSU

Run maleware tools
Run anti virus to check for viruses
Run clean up tools to clean your pc of stuff it dosn need


Disable startup programs your pc doesnt need / you dont want to start whewn you turn your pc on

theirs a config with bo4 that most people did to fix this issue you can use google/reddit to find I forgot the steps since it was forever ago when I did it but it worked

okay so ive done a full scan of my pc and used mem test to test my ram and everythings still freezing on me. any more ideas?
