You could possibly contact PayPal support (even though they are absolutely awful at doing their job) that's probably the only way to find out whether or not the F&F feature is available at the location where you are at within the states, it also might be the fact that your account is recent, and may not have gone through the validation, there are or could be safety precautions at the place, because people do dent to have "charge backs" through PayPal due to F&F
