Because of his budget, it's saver to go with a Ryzen 7 3700x over spending butt load money for Intel then not be happy with the results.
I'd always choose consumer friendly product over a product that's been blasted with $700-$800 or maybe even $900 - some games are more favored by Intel, but other than that, they are pretty close in terms of frames.
None gonna kill you for what you love.

Some motherboards will "auto overclock" and with the right fuckery at the beginning life of the motherboard's bios could kill it.
I'm thinking one or more of
1. Shitty bios (find updated on website)
2. HDD, seriously, just pay the $20 for a SSD
3. Faulty cpu OR mobo
Honestly, I would just ditch the current hardware and either find a used mobo/cpu combo, or find a good site to refund them from.
I doubt it's a problem with the cpu, they are rarely the problem, but it could happen.
Check out sites for deals on cpu and mobo combos if you choose to upgrade.
